It maybe a windows 'thing'.
I did tests on priority with a file that took around 9 minutes and the highest
priority took the the same as the lowest.
Here is the result of three different files
lowest 41s --- 3.26m --- 9.26m
lower 41s --- 3.26m --- 9.17m
normal 40s --- 3.26m --- 9.26m
higher 42s --- 3.25m --- 9.19m
highest 41s --- 3.24m --- 9.26m
