Far better than what?

The red/green channel tga has - as mentioned - historical reasons.  Your
suggestion would allow higher vertical resolution than 16 bit, but this is
hardly necessary and would be difficult from the programming perspective
(the program generating such a HF would certainly use 32 bit values for
internal calculations)
