JPEG achieves part of its compression by subsampling the color
components by 50% in both directions. You can turn this off, but
most softwares have it on by default. The luminance component is
not subsampled, and usually bails out the other colors. The opening
title shot in "Death to Rusty" (Jan 1999 IRTC anim) was done at full
resolution, but MPEG made it look blocky.
