Depends on what is called "modelling". Poser allows you to alter and deform
model parts (by scaling and tapering tools in P3 and with magnet and wave tools
in P4) but it's not really creating something new. What very advanced users do
is that they create Poser models from scratch in external modellers and then
make them posable in Poser.
A slightly less demanding task is to create morph targets from already existing
body parts. See for instance the tutorial for anim8or, a free modeller (bottom
of the page) :

Also, I've seen tutorials about making clothes and complete characters in
external modellers but I don't have the links right now.
