I have it on good authority that it will be released this year :~)

With regards to the original question there will be no reason that
Moray will not work with POV-Ray v3.5. The only real issue will be
how many of the new features will be supported. Since POV-Ray v3.5
hasn't even gone into the beta testing rounds yet it will obviously
be a while before Lutz can start offering support for whatever new
features are available.
