If you mean to an existing .avi file, the answer is no.
If you mean to a set of still images, then just adjust the start and end
times and render the sequences before and after those times.
You might also look at the docs on rescaling time. That function can be
used if what you want to do is to move the existing sequence so that
there is space from time=0 to where you use to begin, and space after
the old end of your sequence.
