How about C? I would say for a programmer with good experience should
find it reasonably easy after looking at the docs and the sample
plugin.

I would say it's a bit harder than that, since it's not a scripting
language, but not really difficult.

Hmmm. If you use the C version, you should have no problem.

Once you have the SDK, you should join the SDK Mailing list, so that
if you have questions about compilation etc, other SDK developers (and
myself) will help you.
