 Yes Layering and image map are actually the easy way to apply textures.
Procedural textures are fine for base details like wood, but it's not very
good for man made complex textures like stiching on cloth or insignia's on
machines.

Moray make applying image maps fairly easy, but you must create a image map
texture in the texture builder first. You can use a dummy image map till you
complete your art work.

There are two ways that i can think of for applying multiple image maps
these are:
Use one texture in moray with several image maps layered with transparency?
or use multiple textures each with there image maps.
Option 1 +'s are simplicity of construction, easy readabilty layering ease.
            1 -'s all maps are on 1 plane so all image maps must be sized in
you art work and must use transparency ie 'alpha cannels'

Option 2 +'s Your art work can be any size multiple formats individually
scaled, rotated, or translated.
                -'s To do this in moray you must create a CSG for each
texture layer, this causes "1 object CSG errors" These are not catistrofic
errors but there are a nusance during parsing. You could apply each texture
in moray individually save your scale, rotation, or translation data  then
edit the files in pov's editor.

There are several map type in povray Plane, cylindrical, torus,sphere. Your
example a head you would probably use a cylinder, the problem is povray
still doesn't allow you to apply maps streached on to wireframes, maybe in
the future. There are several paint programs that allow you to paint on 3d
objects, there problem is the read only comercial formats not mdls or even
udo's but 3ds's or dxf's. Ther are allways work arounds if you take the time
to work through on please place it in a tutorial for the rest of us. I hope
