I have been experiencing the same behaviour for some time now and
have given no small amount of thought on the subject. I know that I
am getting max connection speeds for my pitifull 33.6 modem and like
you say when this server is working right speed is not an issue.
Instead what I think is the problem is not the server itself but it's
connection to the internet.
I suggest the reason for the stalled/slow access on this server is
due to the system it is connected to. It is probably a high volume
nerwork with possibly older equipment and the Pov internal server
gets shoved aside during high volume periods. I doubt that there is
much that Pov admin can do about it except move to a community with
faster and more capable equipment. That would probably be cost
prohibitive as I seem to recall hearing that this site is coming to
us as a result of donated space and connection access.
