    That is some rough sailing ahead. Fantastic surface features.

   I just had a though you might try for the foam. Take a duplicate of the
 image you are using for the HF. In a paint program try to add some black
 noise to the image. Keep the noise at a reasonably small scale and spread
 it about randomly. Now save this second image to be used as a second HF
 object. Give it the exact same scale as the first but use a very high water
 level on the second HF.
   This will if successful create a HF like the first but only the crests
 of the HF will show since the bottom portion will be removed by the water
 level setting. The black noise I suggested is to create tiny holes in the
 remainder of the HF to help give it that foamy look. You might even add
 some white noise along with the black to get some high and low areas that
 are different from the height values in the first HF. You may need to combine
 the two HF's inside a merge statement so they integrate together seemlessly.
 Otherwise with a clear medium you would see obvious artifacts from the over
 lapping areas.

  Will it work ? Beats me but it's your time and you might just get lucky.
