Actually there are devices like this...

The Museum of Arab World in Paris has computer-activated moucharabiehs,
somewhat different from yours.
Have a  look : http://www.imarabe.org/perm/ima/diaphragmes.html (the
picture is from inside the building).
Problem is that they're out of order most of the time...
