Okay, answer to the problem is:
remove any forward slashes from menu item headings if any exist.
Other punctuation, characters, seem alright. I have exclamation dash and comma 
in my pov3templ.txt and it converts fine now with the slashes removed.
I don't mean ANY forward slashes, such as double comment ones in the body of a 
menu item, only that the headings can't contain them.
