I'm not sure if I understand your problem right, but:
The "Backdrop" you specify in Moray is purely for editing purposes. It is
not exported to POV-Ray and has nothing to do with the render.
But you can use it for example to copy an image to a 3D scene: Specify the
image as the backdrop, then create your objects in Moray and arrange them
"in front" of the backdrop to mimick it. Sort of "drawing through" an
image with pen and paper on a ligth-table.
If you want a backdrop for your rendered scene, try creating a cube, scale
it so that it is a flat sheet, put it "behind" your scene (so that it
looks good in the camera-view) and use your backdrop image as a texture.
