  What I'm wondering is: Why must it be https? It's not like you are sending
any information, and encrypting the info the page is offering is kind of moot
(because it's available to anybody).

Yeah, I was wondering about that too actually...

Maybe only the HTTPS port is open on the firewall or something? 
Although, that would be pretty random...

  The fact that the URL contains a username (which is what the tilde
signifies in the unix world) would be indicative that it's a regular
web server, rather than someone's personal computer (which might be
behind a ISP-enforced firewall which allows only ssh/https connections).

  In the latter case you can still configure a regular http website,
in which case the address would have to be
http://ccrma.stanford.edu:443/~jos/wg.html (which is, of course, a bit
cumbersome). If the protocol is https: then the server *must* use the
SSL protocol (because that's what the protocol identifier is saying, and
thus the browser expects it), which is a burden to the server.

The PC's that I use that run linux both have a general account in 
/var/www/... *and* personal ones in the dir ~user/public_html so I would 
think that a PC is very likely. In this case I tried the domain without 
https and that immediately transfers to the https one.
Given who owns the domain I think it is a arbitrary decision by the 
sysop, perhaps because he liked the rhythm or the sound better.

Nowadays, it's actually a pretty tiny burden to the server. Something
like 3% overhead is what some google whitepaper I saw said.

And, arguably, if you encrypt *everything*, you're better off for privacy 
than if you only encrypt the private stuff.
