  The fact that the URL contains a username (which is what the tilde
signifies in the unix world) would be indicative that it's a regular
web server, rather than someone's personal computer (which might be
behind a ISP-enforced firewall which allows only ssh/https connections).

  In the latter case you can still configure a regular http website,
in which case the address would have to be
http://ccrma.stanford.edu:443/~jos/wg.html (which is, of course, a bit
cumbersome). If the protocol is https: then the server *must* use the
SSL protocol (because that's what the protocol identifier is saying, and
thus the browser expects it), which is a burden to the server.
