Hi and welcome,
Firstly what OS are you using and have you read the help files 2.3.8.1
The Clock Variable: Key To It All.
The INI file is usually kept in same folder as the Pov file. You can
read about it here 1.2.5.2 INI Files
It would be a good idea to look at the examples that come with
Pov-Ray. Try Bong.
There is also a newsgroup especially for animations povray.animations

If you are using the windows version, there is a "command line" box just next to
the resolutions drop-list. Just add "+kffn" where "n" is the number of frames
that you want. If you want a looped animation, you should add "+kc" in the same
location.
Both can also be placed in an ini file.
If you have an ini file associated with your scene file, it should reside in the
same folder, and have the same name exept for the extention: Myscene.pov and
Myscene.ini.
