How about using sphere_sweeps with a reasonable number of points. Use the
v_turbulence and v_rotate macros, with a magnitude that start at almost zero and
slowly increase as you reach the tips, to place each succesive points. Place a
copy of those points in some arrays that you can read back to check for
intersections.
By using v_turbulence and restricting the range, you will minimize the
probability of neiboring tentacles to intersect each other, and elliminate the
risk of self-intersections.
I realise that this is somewhat advanced, and may be beter placed in the general
or advanced-users groups.

I'm sorry I should have said let pov make and move the "tentacles" for
you using "sphere_sweep". (Like Alain's thoughts below)
"By Hand" has come to mean to me ,I know it's wrong :( , using POV to
make something. I'll try to do better. :)
You set up an array or arrays for a default "sphere_sweep" to get the
length and shape you want then deform that array for each tentacle and
place it on your tube.
