If you just want objects far away to
be as bright as near objects a
light_source far enough should do the
trick. You can just multiply the
location of the light(s) with 1000000
or so.

If you want object far away to be
brighter than near objects use white
fog (not ground fog). Use a normal
sphere instead of a sky_sphere and it
will still be visible if you make it
small enough.
Now just remember to have the light
inside the sphere or make the sphere
"no_shadow" (or was it shadow_less?).

It sounds like you want a variation of the focal blur... basically the farther
something is from the camera the lighter it gets... the only problem with this is
things like sky_sphere would be completely white. I agree to do this witha  fog
would mess up the sky, at least in my experience, and a ground fog would have to be
tall enough to cover all of your objects in the background, but that should provide
the easist solution, actually
