This is a WIP there are lots of things wrong with it. There is slippage across
the ground and it is not properly cyclical. I spent about a month in Poser
finding a dress and settings that would work. This has only one iteration of
final dress becoming first dress but I have spent too long on the project for
now so I will put it to bed for a couple of more years. I just thought that I
would post it as I've not posted for ages.
BTW The quality is reduced for posting :-(

I think you have approached very close to something perfectly believable. 
The dress is behaving correctly, except perhaps at the end of the sequence 
where it doesn't fall back right away while the girl walks to the 
foreground. I can imagine the work involved in this animation. Well done, 
Stephen.

It needs extra frames to let the dress settle back to the starting position.
Also the movement file has become corrupted and the model moves when her feet
are stationary. The whole thing needs reworked but that's for another day. It
has been a soft learning curve, very time consuming with up to three minutes per
frame in Poser.

I noticed that, but it seems like she moves in a direction momentum
might carry her. Put her on ice skates and it would not look too out of
place.

You don't need to change her clothing, just add a flesh coloured tight and

Do you realise the calculation time for the dynamic clothing that would involve?
That particular model has an external programme to calculate breast and hair
movement. Conforming clothes will not work without tweaking almost every frame.

Just fake the tights and sleeves. In real life, you only notice them by watching 
closely the skater at rest...
