Note that most Linux distributions do not require software to be GPL
licensed to include it in their distribution. In fact some of the most
important core parts of nearly all linux distributions are under BSD or
other licenses.
Also note that modifications of the POV-Ray license for version 3.6 made
it specifically easier to include POV-Ray in Linux or other free OS
distributions.

What makes you think that publishing betas of an upcoming new version
in any way implicates a change in the usage license? I don't get it.
Besides, why is everyone so obsessed with GPL? Why everything which
is open source must be GPL? Is GPL the only open source license in
existence?

I get the same problem with the 32 bit version. When rendering the Insert
Menu bitmaps, it hangs as soon an the display window appears (ModName:
ntdll.dll).

It's strange. If I try to render camera/focalblur.pov, POV-Ray crashes,
regardless the AA method.
But I rendered advanced/chess2.pov with no problems. 12 images total,
combining {no aa, depth 3, depth 4} and {no fb, fast, default, high
quality}.

Actually not - the resolution is just non-uniform (i.e. near zero height
you have a much finer resolution than at higher values). With EXR files
with 32bit values you will indeed have a higher accuracy though.
And note that heightfields AFAIK are bounded by box { 0, 1 } - using
high dynamic range there will result in clipping.
As a side note: The necessity for a more than 16bit resolution is quite
rare for heightfields since a high vertical resolution is usually only
necessary in combination with a high horizontal resolution (and a
heightfield of about 2^16 pixel horizontal size will use quite
exorbitant amounts of memory).
