How do I make them? I tried 5 shareware pieces of b.s. and none of
them could even open a 32-bit png or tiff. Any ideas?

Have you checked shareware version of http://www.axialis.com/axicons/ ?

IrfanView ( http://www.irfanview.com/ ) handles PNG and TIFF, but I'm 
not sure about the bit level.  IIRC it can save as ICO.

If the Windows version works as well as the Mac version, this should help:
