Is winblob being actively worked on. This is a good program but it is 
still a little hard to use. It could be me but I was just wandering if 
there will ever be another version. I have been trying to create some 
things using the blobs.

As far as I know the development stopped on this program long ago.
There is another program called BlobMaster that while no longer
in developement either is considered more versatile that Winblob
plus offers support for cylindrical blob components.
