If you have the camera looking at the surface, and you're not using
POV-Ray's radiosity (a contentious term, it appears!), than there will
indeed be no visible difference between 1 and 1e9.  What is interesting
is when you view the object through other semi-transparent surfaces: in
this case, the larger than 1 ambient value will affect what you see.
And of course there are plenty of other places where numbers less than
zero or more than one can be used - surely one of POV-Ray strengths?
