Rather than wanting the Message window turned off - as another poster
inquired - I want to turn on the window at all times. Mine turns off as
soon as an image is rendered, making me use Alt-M after each rendering
to turn the window back on. The "Show Message Window" works to turn on
and off the window under the Editor menu selection, but does not allow
the window to remain on at all times. Is there a function or
modification to an INI file to turn this window on and selectively turn
it off? Or is this simply a bug in the 3.1e version and might
necessitate installing an older version?

Um, just a guess, but have you selected the Messages tab to be the only
thing showing while rendering? You can leave it there when rendering a
scene file so long as the scene is already the current one setup to be
rendered.
