Chris, have you seen this?  NewTek's got a tutorial page with a
post-process cel shader.  The address is:

Could you take a look and see if this might help in the search for a
good cartoon filter for PovRay?

This looks like they are, in essence, applying a color_map to the diffuse
property of finish.  That does look rather interesting.
