I use ppm2fli. It can be retrieved from ftp.fu-berlin.de in the directory
/unix/linux/mirrors/sunsite.unc.edu/apps/graphics/convert
and many other sites.

Either let povray generate PPMs, or convert them using tgatoppm.
ppm2fli lets you do the conversion on the fly.

Sorry for replying to my own posting. I have forgotten to mention 
'mkavi' located at ftp://www.va.pubnix.com/staff/stripes/code/ .
It crashes when I try to create true colour animations, but I have
successfully created direct colour animations with this tool.
