how can I make an aspherical lens?

The sphere should have a radius on 206 mm, making a lens with 90mm in
diameter, when you intersect it. (this leaves a lens thicknesson approx.
7mm).

The lens should make a focal point, 500mm away from the lens, on the image
side, cathering sylindrical, paralell light beams on the object side. (70mm
away from the lens).

Thankful for any help.

Although I could never say how to get that exact configuration I think you
could use 'lathe' to get the shape needed.  Take a look at that POV-Ray
primitive in the Help documentation if you've never done a lathe before.
You'll want to try the cubic_spline type probably.

There's a lathe editor available which might help with the plotting of
points for it, called Spiline Editor, found through the www.povray.org
links.

This question would get more answers in povray.general.  This is more of a
