  I don't understand what's the point in adding file://-links to something
to be posted to a worldwide audience. Most people will certainly NOT have
those files in their hard drives (and even if they had, most probably not
in the specified path).
  I would understand better if it added "html://".

The reason is probably that when posted in a local M$-network, the reader can
directly go to a file like //Computername/Directoryname/Filename :-)
