I want to write a program and use POV to preview scenes. How do I
do this? Is there a SDK for POV? I am using Win98.

There is the GUI Extension stuff providing an interface for other programs. 
Example for a communication dll is included in PovWin source package.  You can
find some info in the PovWin help file too.

Get the POV-Ray for Windows source code and read the documentation that
comes with it.  There you will find all the information available.
