If glass is not perfectly polished, its refraction is blurred like an
out-of-focus camera... I think it's an easy to implement routine (even if it
could slow down dramatically the tracing time).
Analogous considerations with not perfect mirrors.
The ideas are all here. Is anybody thinking to implement it?

Blurred reflections are implemented in the superpatch, and independently
in a patch called WyzPOV.  Both are available at 
http://twysted.net/patchstation .  Blurred transmission hasn't been done
yet, to my knowledge.
