I fail to understand how removing CSS promotes web standards.

Those with table layouts and <font> won't notice the difference removing
whatever little CSS they have.
If your site is *impossible* to navigate if CSS is turned off (or if
navigating with lynx ;) ), shows you're doing it wrong.

In theory, you should be able to replace someone else's CSS with your
own and still be able to use the site. E.g., for printing, screen
reading, etc. If your site breaks horribly when you take out the CSS,
it's like a document that becomes unreadable if it's all in the same font.
(Which I guess some math textbooks would fall under...) :-)
