The first definition sits well with me. Probably from The Hunting of the 
Snark.

And one of the online dictonaries says it is a portmanteau combination 
of "snide" and "remark".

Gentlemen, I totally recognise that language use. Where I worked at the 
Geological Survey, that was the exact idiom we used on a daily basis. Up 
and down the hierarchy, needless to say :-)
