As a matter of fact it is called Feststelltaste (loosely translating to
lock key), and typically labelled ⇩ (loosely translating to downward

As for its function, that depends on the keyboard driver you're using.
On Windows for instance, the "Deutsch (Standard)" keyboard driver
follows the German official norm, which continues the tradition of
mechanical typewriters to have the key operate as shift lock, but German
keyboard drivers do exist that configure it as caps lock, such as the
"Deutsch (IBM)" keyboard driver on Windows.
Obviously the "Deutsch (Standard)" use of the key is the more
straightforward: Locked state matches the shifted state, and that's
that. On the other end of the spectrum, the "Deutsch (Schweiz)" not only
restricts the function of the key to the letter keys, but goes so far as
to make some keys yield results that differ from both the shifted and
unshifted sate.

If only I'd known it was as simple as changing my keyboard driver to IBM...

Ah! We here have a little difficulty I overlooked. I read "sate"
(Indonesian and popular in NL) as the pieces of pork pricked on a stick
and generally served with peanut sauce. However, I like your reading of
the word :-)
