Is a one-way mirror actually more reflective on one side than the other? 
Or is the effect simply achieved by having a dark room on one side and a 
lit room on the other?

To the best of contemporary knowledge, a true one-way mirror would be
physically impossible.

AFAIK the only optical element known to /not/ work the same in both
directions would be a black hole's event horizon -- and that one doesn't
reflect anything ;)
