you need to dive into the settings (the dangerous lines).
It seems all you need is to find a locale that support your date's
expectation and set it in mailnews.reply_header_locale
The access path is Edit/Preference/Advanced/General...

Youch! Sounds like a roundabout way of accomplishing something simple.
Why don't they just give us the option, rather than tying us down to
where we live?
I'm leary about changing my locale. As it is, my Firefox spell checker
is somehow convinced that I live in Malawi. Or sometimes Zimbabwe. I
keep having to change it back to USA. (Brits can read American
spelling, and Americans can read British spelling, so there's no need
for my writing to look like it came from somewhere else. Dates are
another matter, though: living so close to the British Virgin Islands,
I've personally witnessed confusion over date formats.)
