What's this all about anyway? Is this "I saw one of these walking down
the street yesterday"? Or just "I saw one of these in a zoo the other day"?

The people in the picture have one as a pet. I went down to see it for
myself. And sure enough, there's a gigantic rodent in their back yard.
He's rather friendly, too.
