Today my neighbor's kid asked me how to add glitter to a picture (to send it
by mail).
The obvious answer is to use a pixel-oriented painting program and make a
gif-animation. Currently I am using ULead GIF animator to create the
occasional anim (have not done this for years, to be frank). However, my
version does not support glitter. Now, I don't have the inclination to use
Corel to render individual flares anad make a gif-animation out of it, so
here's my question:
Is there a windows-program out there that does it easily? I just need a name
and version. And Google has >not< been my friend today - what did crop up
was rather dubious stuff...

I don't have a direct answer to your question, but if I was given the
task, I would render the glitter animation using POV-Ray and then create
the animated gif from the images using imagemagick (using its 'convert'
utility, with which it's a one-liner).
