I'm trying to render a space vehicle above an appropriately sized earth with
3d clouds.  If I use realistic numbers I loose detail in the small
(relatively) model.  Is there a depth buffer setting or other trick to
making this work.

There is no depth buffer in POV-Ray. Your problem is the difference in 
dimentions between your ship, the distances involved and the earth's dimention, 
you are geting lost of precision errors due to the way floating points are 
handled. It's thus mostly a hardware limitation isue.
The trick is to fake it. Place your earth much closer AND proportionately 
smaler. You will also need to adjust media density if you use any.
