First, I would put a high ambient value.
Then, I'd try to put a larger, fully transparent and hollow cylinder, and
play with media.
but, as I'm not a media expert, I cannot help you more.
Try to look in the doc at media. (chapter 2.3.6.3 for example)

enable the media to exist inside it.
If you don't use radiosity, add an area_light inside. Have one dimention match the
diameter of the
cylinder, the other been it's lenght. Otherwize, it won't emit light.
If you use radiosity, add media on in the radiosity block and the media will actualy
emit light.
