I think 3 features are involved in this fade:
a spot_light not to enlighten the background,

some fog

and a focal_blur camera
http://www.povray.org/documentation/view/3.6.1/248/

I think that's blur and light.
On the documentation you have some scene to practice it if you've never used
them.
