does it also need to be hilly? either way, maybe a hand drawn image used as
a heighfield? I have never tried a road though

If it doesn't need to go over hills, a sphere sweep would probably work.
You'd need to have a plane (or some other object) make it flat on top,
though.

If you haven't experimented with lathes and sphere-sweeps, etc.  They're a
lot easier to deal with than they might sound.
