I want to create a flat surface with a cuboid on top. I also know
exactly how the roughness of the surface is. However, I don't know of
the best way to do this in POV-Ray. At the moment, I am using a union
of cuboids to form the surface but wondered if there's a better way to
do it.

Can anyone help, please?

Would it be possible to post a sketch of it at the binaries.images group? I
can't visualize what you're after there. Might help others to see too, plus
others might be able to actually help, not so sure about me.

Could you explain what you want a little more clearly? I am not quite
sure what you want...
Do you want a box shape sitting on a bumpy surface? In that case, a
height_field and a box should work.

What I actually need to do is to draw a surface in 3D with roughness on
it. The surface is actually one that is being eroded in the atmosphere.
I have managed to do it now, thanks.
