I've been using makeHuman to create a STL model and works fine. I then import
mesh into MeshLab using STL and that works fine as well. Once in meshlab I am
turn off smoothing as I want to see the faces themselves, and on the clothing
its too rough so I want to add more faces. I'm having an issue with this as I
cannot get the remeshing to work. I need to remesh and smooth parts fo the mesh
and not others and I was wondering if anyone knew of any good tutorial sites
that I could look at to get some pointers. Thx in advance.

Hi and welcome.

While this is not a typical POV-Ray question, I believe there several of 
us who have been confronted with similar problems. What you basically 
want is something called 'dynamic tesselation'. POV-Ray cannot do that 
(I think) but several modellers at large can. Not from direct 
experience, I know of one that is free to download nowadays (it is 
considered ancient somehow: 2011): Sculptris 
(https://pixologic.com/sculptris/features/ ). This seems to do what you 
want. I have Sculptris still on my (long) ToDo list ;-) If this works 
for you, please let us know.

I didn't mention it in my post above, but there is of course Blender ( 
https://www.blender.org/ ) as the free heavy duty application that can 
do almost everything...
