What is the real need in the original question?

Do you want a hot-mobile to heat your hand in Canadian winter?
Do you want to empty the battery in ten minutes?
Have you tried to port it yourself ?
(is there a C++ compiler for Android?)

At best, an "Android" port would rather use "The Clouds" (whatever it
would be): edit the scene on the phone/tablet, render in the clouds, get
sued or charged by the clouds's companies.

There are two answers to that:

Taking your question literally, the answer is plainly "no".

Taking your question to mean "can we expect an Android port of POV-Ray", 
then the answer is "maybe".

It depends on (a) whether there exists a C++ compiler for Android 
(because that's what POV-Ray is written in), and (b) whether there will 
be some POV-Ray + Android enthusiast deciding to write such a port 
(/and/ finishing it ;-)). (Note that a serious demand for such a port is 
not a necessity for it coming to existence.)

Obviously such a port would be - and stay - an unofficial version of 
POV-Ray, as the dev team wouldn't be able to support the 
Android-specific changes (unless of course the aforementioned enthusiast 
would happen to be, or become, member of the dev team).

See the current Mac version of POV-Ray for how it could work out.

I've seen that Android seems to be based, at least in part/loosely, on 
Linux.
It could be possible to adapt the Linux version to run on an Android 
device. It possible that you won't be able to implement all features.

That said, the Android devices are greatly lacking computional power 
compared to desktops and laptops. They are very limited in RAM and storage.

If you ever find, or create, a port, you'll be limited to small and 
simple scenes using few, and simple, objects. Then, your render time 
would be very long.

Remotely possible, but very likely not workable.

Alternative question: what are the options for povving on an Android device? For
example, could you TightVNC into a running Linux or WinXP desktop, and play with
the system that way?

In the T-Mobile fora, a customer rep was berating customers for being so foolish
as to want anything more powerful (like Galaxy S2) than their current offerings.
 No need for hardware cuz no software application; no need for software cuz no
hardware.  Then here comes Samsung.

How does a Droid compare to computers which were commonly used to run 
POV 3.1g?
