Assuming that you are running under windows.
The first run is just a test run set not to output any image and the
output_to_file flag is temporarily set to OFF. If the image get rendered, then
the installation process was successfull. The default is output_to_file ON.
After that, if you start a render, an actual image file will be created. You'll
also get a message telling you the image's file name and it's location.

Just to make sure: We're talking about the Windows version of POV-ray 3.6.1c I
presume?
First, I suggest checking whether output really wasn't written. Output_to_file
should be on by default, and it should generate a file with the same name as
the scene file (but with a .bmp bitmap file type instead of .pov).
I occasionally get messages saying "no output file was written" for no apparent
reason; it also seems to depend on whether I do a partial render, and/or the
output file type I choose; I haven't found any systematic pattern in it yet.
If the file really isn't written, enter "output_to_file=on" in the field next to
the resolution dropdown combo, just above the editor window. You can enter all
sorts of parameters there to override anything that is in any of POV-ray's
multiple .ini files.
If that solves your problem, you may want to check your .ini files (see
"tools/Edit master POVRAY.INI" and "tools"/Edit PVENGINE.INI") and maybe add
that option to one of them.
