Windows Installation little problem.
In "POV-Ray for Windows v3.7 beta 28.msi" and
"POV-Ray for Windows v3.7 beta 29.msi",
the request of "Installation User Directory" is gone away.
In the "POV-Ray for Windows v3.7 beta 27.msi" was present.

You need to select the 'install for all users' option in order to be able
to select the installation directory.
NB at this point 'install for all users' doesn't actually install for all
users; this work is incomplete. But it will allow you to select the dir.
