Is there a macro or tool avaiable for POV-ray, wich
allows to deform figures(Mesh, ISO's(?)) just like
the "lattice"-function" in Blender ?

You could probably use a df3 file to perturb the geometry of an
isosurface. Each rgb component could offset the x, y, and z axes,
respectively.
To deform a mesh using this technique, you would have to either create
the entire mesh from scratch in POV-Ray, or read the mesh and assign new
values for the vertices, normals, etc., based on the rgb values of the
df3 file.
I believe this can be done, but you would have to develop the whole
system yourself.

Have you looked at Bill Pragnell's mesh deformation macros? They can be
found in the Objects Collection. Maybe this is what you are looking for. I
am not familiar enough with Blender however, to know for sure.

There's nothing 'just like' the 'lattice' function which, if I understand
correctly allows you to model a lattice of points, parent it to an object
and then pull the points of the lattice around in 3D space to deform the
object. This does seem to be a very modeller oriented type of function.
OTOH there are various approaches that can be used to deform stuff in
POV-Ray. Whether any will do what you want depends on the type of
deformations you need to achieve. I see a couple of approaches have already
been suggested. Another that I ran across recently (but didn't try out yet)
is Chris Colefax's object bender which can apparently "Bend or twist any
POV-Ray object, with complete control over bend direction and other options"
(see http://www.geocities.com/ccolefax/#IncludeFiles).
