Recently, I'm getting a lot of hang-ups when trying to
access the sever via Outlook, I can't download, nor
upload anything. Is there some re-organizing going on
or such? Limited bandwidth?
Or is it just my computer/internet connection?

I'm online on news.povray.org 8, 9 hours per day and I have no problem.

Well, its not complaining all the time. Just every now and
then, Outlook tells me the server doesn't respond. Perhaps
I should update Outlook?
Does anyone know if I lose my current settings (like email,
newsgroups etc) when doing so?

The server doesn't respond because your connection attempt timed out some where
enroute. I would wait a few days before jumping to any conclusions. The most
likely reason for your problem is a local internet router is down or not working
well and you are getting time outs before connection to your destination. If things
don't improve soon call your ISP and complain. They will probably deny any knowledge
of a slow down but if you press the issue they might tell you what problems they are
having.

This happens to me if I connect to a newsgroup, and then after an extended
period request a refresh (to see new postings).
A second refresh will re-connect and fetch new posts (it would seem that the
first refresh only attempts to fetch new posts and doesn't bother to check the
connection first).
Dunno if you've got the same problem though...

Sam Spade for Windows is one of the tools I use to check where the
connection hang-up lies. My provider (broadband) also supplies its own
connection-checking software just for its servers. I rarely have
problems with povray.org, but when I do it's often on *my* end.

My connection to news.povray.org has also seemed very slow for about
three days now. I havn't seen a slowdown from anywhere else but most
stuff that I connect to tends to be in the UK.

I just tried and I get ~120 KiB/s from news.povray.org when
downloading a big image... so, I'd say the server is just fine.
