Doesn't this replicate too much IRTC with a topic of "fractals"?
This is mainly because there are practically no limits on what the
user can do (except using external files, which isn't very limiting,
and a maximum of 10000 bytes, which isn't very limiting either).

  The problem I see with this is that there's really no challenge
in this competition other than making a beautiful image. Which is
exactly what IRTC is for.

  (And of course how to define a "fractal" is another question...)

Nice topic but the competition frequency is quite high, most people will 
not be able to invest a serious amount of time that frequently.

The links of the sample images lead to a 404 BTW.

Apart from what you already mentioned i think there are the following 
important differences to the IRTC:

- the source code has to be provided
- manipulations in a paint program are not possible
- the images used for voting are guaranteed to be of comparable 
technical quality
- the competition is restricted to POV-Ray

While the last point is surely a questionable advantage the other ones 
make it quite different from the IRTC and could make it a great 
demonstration of the capabilities of POV-Ray.

Granted, this is very different in terms of a challenge from SSC3.
And it is similar to IRTC, on the other hand it is a short time
contest with significant public appeal and plenty of scope for 
stimulating images.

I have not said anything about this being allowed - i was just talking 
about the possibility.  In fact this rule has been interpreted quite 
loosely recently in the IRTC - all kind of convolution filters are 
considered not breaking the rules as well as resizing from a larger 
render.  If you remove artefacts or do other tweaks in a larger render 
and then scale it this is next to impossible to spot in the resulting image.
