I'll post it to p.b.scene-files.  For some reason, my ISP is not
allowing downloads.  Yes, I've told them.  Yes, I've followed their
instructions.

That explains it!  I'd tried occasionally over a period of weeks, getting
"Forbidden, file must be on the server from which it is linked".  Their
"Contact Us" page was only about Sales, Business partnerships, and abuse,
but no fault reporting.  Then I was going to say something here a few days
ago about it, but stopped when I thought it must only be me, as nobody else
here had mentioned it.  Duh.
